ABOUT

Matt is an independent, former UK Government senior counter-terrorism and national security specialist. He leverages experience across frontline operations, academic research, and Government policy to produce clear, non-partisan analysis, reporting, and advisory services.

Matt’s early career was spent operating across child protection and criminal investigation contexts, before transitioning into counter-terrorism and security.

Until recently, Matt worked across the Home Office, Ministry of Justice, and other UK Government departments on a series of high-profile counter-terrorism and security priorities. He delivered and led the Government’s counter-terrorism programme, Prevent, at local and regional levels; led the development and passing into law of legislation governing the risk-management of high-risk terrorist offenders; and drafted and coordinated the Government’s response to an independent investigation into terrorism within the UK’s high-security prison estate. He has advised overseas Governments on counter-terrorism, security, and criminal justice system reform, including a recent secondment to the Government’s Ukraine Response Team.

As a respected commentator, Matt's analysis has featured on BBC News and has been published by The Telegraph, The Spectator, and The Independent, alongside leading peer-reviewed academic journals. He has provided expert evidence to UK Parliamentary committees—including the 2025 Home Affairs Committee inquiry into Combating New Forms of Extremism—and is regularly commissioned to lecture at prestigious institutions including King’s College London. He holds a BSc in Criminology, a PGDip in The Investigation of Vulnerability Crime, and an MSc in Counter-Terrorism.

Matt provides independent advisory services, strategic consultancy, and expert media commentary on counter-terrorism, extremism, and global security. He is available for commission for written analysis, television, radio and podcast interviews, P/CVE programme management and capacity building advisory, as well as lectures and conferences.
